In line with this first major milestone in the Defence Acquisition Change Programme, the briefing set out to discuss the implications of TLCM for defence industry suppliers, with particular reference to the Defence Industrial Strategy cornerstone capability C4ISTAR.
The briefing’s key note speaker was the Capability Manager for Information Superiority, AVM Stu Butler, whose department is accountable for all future C4ISTAR capability spend. As part of a series of workshops, VEGA led the discussions on how future C4ISTAR capability is to be defined. The context of the discussion was to understand that its priority requirements are becoming increasingly complex due to the differing evaluation criteria of the various Defence Lines of Development (DLoDs). How, for example, do the DEC, DE&S and industry make investment decisions on proposed future capability, when the context within which this capability is assessed has so radically changed?
The conclusion of the day’s discussions was that such decisions could only be made with some form of Architecture Framework Modelling (AFM) based decision support.
This conclusion is one with which VEGA strongly agrees. As independent Thought Leaders on the implementation of TLCM and the value of AFM-based decision support, VEGA is therefore already engaging with decision makers across the UK C4ISTAR acquisition community to help ensure the successful procurement of future C4ISTAR capability.
